On February 11, CaoCao Inc. announced that its Robotaxi fleet in Hangzhou’s Binjiang District had reached 100 vehicles, with operations supported by the company’s Green Intelligent Mobility Hub. The development represents an important step forward for Robotaxi China as the industry continues moving from pilot testing toward large-scale commercial deployment. As Geely Holding Group’s primary commercial platform for Robotaxi China operations, CaoCao has outlined a clear three-phase roadmap, with each phase aligned with a different level of technological maturity and operational goals. The first phase focuses on technology validation and small-scale pilot operations. The company is now entering the stage of transitioning from safety-driver-based services to fully driverless operations, while also testing mixed fleets that combine human-driven and autonomous vehicles. In the final phase, CaoCao plans to introduce fully purpose-built Robotaxis and expand large-scale commercial operations globally, further strengthening the position of Robotaxi China in the global autonomous mobility market. The deployment of a 100-vehicle Robotaxi fleet in Hangzhou marks a key early milestone in CaoCao’s Robotaxi 2.0 development phase. As the fleet continues to grow, the company will focus on verifying service reliability, optimizing operational processes and improving the overall passenger experience. At the same time, CaoCao has launched the world’s first Green Intelligent Mobility Hub in the city. Equipped with automated battery swapping, self-cleaning systems, in-vehicle tidying, intelligent dispatching and automated billing functions, the hub is designed to support daily fleet operations while also enhancing the ability of Robotaxi China to operate at scale. Looking ahead, CaoCao plans to gradually extend the daily service hours of its Robotaxis and expand the service coverage area. The company will also introduce the CaoCao Intelligent Mobility RAS remote safety platform and fully deploy an intelligent asset management system. By further integrating operational capabilities with smart cockpit and autonomous driving technologies, CaoCao aims to build a complete closed-loop system for fully driverless Robotaxi operations and lay the foundation for large-scale expansion of Robotaxi China. While continuing to strengthen its domestic presence, the company is also accelerating international cooperation. CaoCao has signed a Memorandum of Understanding with the Abu Dhabi Investment Office (ADIO) and plans to establish a local office there this year to work with regional partners on pilot programs for autonomous driving and green mobility technologies, bringing the development experience of Robotaxi China to international markets. In addition, CaoCao is working with Geely and other partners to develop a fully purpose-built Robotaxi model that will come pre-equipped with dedicated autonomous driving hardware and software. The new model is expected to debut this year, and the company plans to deploy 100,000 vehicles by 2030. Green Intelligent Mobility Hubs will also be rolled out alongside the expansion of the Robotaxi business, providing comprehensive automated operational support and helping build an integrated “sky–ground–space” mobility ecosystem. With its integrated development model that combines intelligent purpose-built vehicles, advanced autonomous driving technology and intelligent operations, CaoCao Inc. is steadily expanding Robotaxi China and contributing to a greener, smarter and more efficient future for urban transportation.
